Statement by Prime Minister Carney on Thanksgiving
“This weekend, Canadians are gathering with family and friends for Thanksgiving. It’s a chance to slow down, reflect, and give thanks. For what and who you value most in life.As we gather, we give thanks for Canada – for the rights, freedoms, and opportunities we share. Across our provinces and territories, in communities large and small, we bring different histories, traditions, and perspectives. Canada’s founding insight is that unity is not uniformity, that our differences are strengths to nurture rather than risks to manage, and that our values serve as an unshakeable foundation. This Thanksgiving comes at a consequential moment. The world has changed, and Canada faces threats to our economy, our security, and our sovereignty. Meeting these challenges takes a strong country – and Canada is strongest when we stand together. We see that strength in Canadians supporting local businesses, buying Canadian, and looking out for their neighbours. We see it in people giving back to their communities and working to create a better future for their families. Together, these choices add up to something greater than any of us could achieve alone.Generations of Canadians have built this country. This Thanksgiving, we give thanks for all they have passed on to us, for the care Canadians show one another, and for the future we are building together.Happy Thanksgiving, Canada – from my family to yours.”

Prime Minister Carney speaks with President of Ukraine Volodymyr Zelenskyy
Today, the Prime Minister, Mark Carney, spoke with the President of Ukraine, Volodymyr Zelenskyy. The Prime Minister offered his condolences for the victims of Russia’s latest atrocities and reaffirmed Canada’s solidarity with the people of Ukraine. Both leaders underscored the urgent need for Russia to immediately cease its strikes on Ukraine’s energy infrastructure. The leaders discussed the new agreement between the United States and Russia to supply millions of tonnes of diesel to the United States. The Prime Minister was clear: this agreement is in direct opposition to the efforts of Ukraine, Canada, and our allies to create peace and stability in Europe. It will provide additional revenue for Russia and help finance its illegal, unjustifiable war against Ukraine.Canada has imposed over 3,500 sanctions in response to Russia’s violations of Ukraine’s sovereignty. During their conversation, Prime Minister Carney assured President Zelenskyy that Canada will maintain and, where effective, tighten sanctions to support efforts to secure a just and lasting peace in Ukraine. The Prime Minister underscored Canada’s unwavering support for Ukraine – for its sovereignty, independence, and territorial integrity. Since Russia’s unprovoked and unjustifiable full-scale invasion began, Canada has committed over $8.5 billion in military support and over $750 million for Ukraine’s recovery and reconstruction. Most recently, Prime Minister Carney welcomed President Zelenskyy to Canada, where the leaders announced $355 million to support Ukraine’s air defences. During today’s call, they discussed increasing coordination with allies to build on this support for Ukraine’s air defence.Prime Minister Carney and President Zelenskyy agreed to remain in close contact.Associated linkCanada-Ukraine relations
Prime Minister Carney announces landmark investment to retrofit one million homes, cutting energy costs and emissions
The world is changing rapidly. In response, a confident Canada is choosing to build. We are building major infrastructure projects – new ports, mines, highways, and clean energy corridors that will transform our economy and unlock billions of dollars in new investment. We are doubling our grid through our National Electricity Strategy, to harness Canada’s electricity advantage and provide more clean, reliable, and affordable power for Canadians.Heating is one of the biggest expenses for Canadians during the winter months, and too often that money goes to the most expensive and least efficient ways to heat a home. Over seven million households in Canada still heat their homes with oil, propane, diesel, electric baseboards, or outdated furnaces. Our government is laser-focused on giving Canadians options to lower their energy costs. That’s why, as part of our National Electricity Strategy, we committed to help one million Canadian households make retrofits. To that end, the Prime Minister, Mark Carney, today announced a $2 billion investment to deliver one million home retrofits across Canada. These energy-efficient retrofits will lower heating costs for Canadians and reduce emissions.First, we are launching a new National Heat Pump Rebate to help up to 820,000 households make the switch to more efficient electric heat pumps. We will do this by:Lowering the up-front cost of purchasing an electric heat pump: Eligible below-median-income households will receive a rebate of up to $10,000 for the purchase of an electric heat pump. Other eligible households will receive $2,000. Both rebates can be combined with existing provincial programs to bring the cost down even further.Providing help when it is needed most: Every year, about one million Canadian homes replace their heating system. More than 80% of the time, it is because the old system broke down without warning. This new program will confirm approval within 24 hours, and a heat pump can be installed as quickly as a furnace.Heat pumps are more efficient, cleaner, and safer than oil and electric furnaces. They will save an average of $1,400 a year for households currently heating with oil or electrical boards.Second, we are working with the Canada Mortgage and Housing Corporation (CMHC) and the Canada Infrastructure Bank (CIB) to help apartment building owners retrofit 280,000 units over the next eight years. We will do this by:Providing affordable financing for retrofits: Through its Multi-Unit Mortgage Loan Insurance product, CMHC will help retrofit up to 250,000 additional units. This CMHC product has already supported over 140,000 energy-efficient units to date.Unlocking investment in apartment buildings: Through its Building Retrofits Initiative, the CIB will support apartment and multi-unit residential building owners to retrofit 30,000 units.Supporting building owners every step of the way: To advance building retrofits, we are also renewing the Deep Retrofit Accelerator Initiative, which supports building owners through all stages of the retrofit process.Combined, these measures will support one million home retrofits and reduce Canada’s emissions by over 25 megatonnes – the equivalent of taking nearly eight and a half million cars off our roads for one year.Today’s announcement delivers on a core commitment of our National Electricity Strategy. It is part of our broader mission to build at speed and scale to double our energy infrastructure and build a strong Canada that is powered by clean, affordable, and reliable energy. A plan that, done right, lowers costs for Canadians and reduces emissions.Quotes“Canada strong starts in a warm home. Today, we are helping one million more Canadian households make energy efficient retrofits. We are lowering costs, reducing emissions, and building a stronger and more sustainable economy for all.”The Rt. Hon. Mark Carney, Prime Minister of Canada“Building a stronger Canada means making life more affordable for Canadians while cutting emissions and building a cleaner, more resilient economy. When we help families and homeowners make their homes more energy efficient, they use less energy, save more on their bills, and reduce the emissions that drive climate change. By taking full advantage of Canada’s clean electricity advantage, we can lower costs, cut pollution, and create a stronger economy for Canadians today and for generations to come.”The Hon. Julie Aviva Dabrusin, Minister of the Environment, Climate Change and Nature“Affordable housing is also about affordable energy bills. By supporting energy efficient retrofits in apartment buildings and multi-unit housing, we’re helping lower costs for Canadians, improve housing quality, and build more sustainable communities.”The Hon. Gregor Robertson, Minister of Housing and Infrastructure and Minister responsible for Pacific Economic Development CanadaQuick factsThe National Heat Pump Rebate program will be available through an online portal, with no energy audits before or after installation. Approvals will be available within 24 hours, making it easier to get a replacement installed quickly when a system breaks without warning – which accounts for around 80% of replacements each year.Today’s announcement builds on previous measures to support energy efficiency, including the Oil to Heat Pump Affordability program and the Canada Greener Homes Affordability program. In May 2026, the Prime Minister launched Powering Canada Strong, Canada’s new national electricity strategy, which aims to double the capacity of Canada’s electricity grid by 2050 and supply clean, reliable, and affordable power across the country. The strategy also aims to connect Canada’s electricity grids, build the workforce needed for the electricity system of the future, and increase domestic production of the technologies and components needed to power it.The strategy is expected to deliver up to $15 billion in total energy savings by 2050 and lower total energy costs for seven in 10 Canadian households.Under the strategy, the Government of Canada committed to expanding support for energy-saving retrofits for up to one million households through financing, grants, and complementary measures, including by making it easier for Canadians to switch from more expensive heating sources to electric heat pumps.Approximately 80% of Canada’s electricity is already generated from non-emitting sources. By expanding electrification across households, commercial buildings, transport, and industry, Canada has the potential to reduce economy-wide emissions by as much as five times current electricity-sector emissions.Related productBackgrounder: Prime Minister Carney announces landmark investment to retrofit one million homes, cutting energy costs and emissionsAssociated linksPowering Canada Strong: A National Strategy for an Electrified Canadian EconomyMortgage Loan Insurance for Affordable Multi-unit and Market Rental HousingOil to Heat Pump Affordability ProgramCanada Greener Homes Affordability Program

Statement by Prime Minister Carney marking three years since Hamas’ terror attacks against Israel
“Three years ago, at dawn, the terrorist organisation Hamas perpetrated the worst attack against Jewish people since the Holocaust. In Israel, nearly 1,200 were murdered – grandmothers and grandfathers, mothers and fathers, children. Hundreds more people were injured, and well over 200 were taken hostage. For the families who lost loved ones, the survivors who live with the trauma, and Jewish communities around the world, time has not erased the grief of that day or the absence it left behind.Today, we remember and pay tribute to those whose lives were taken, including Canadians Vivian Silver, Netta Epstein, Alexandre Look, Judih Weinstein, Shir Georgy, Ben Mizrachi, Adi Vital-Kaploun, Yoav Malayev, and Tiferet Lapidot. We remember them for the lives they lived and the people they loved – and we honour the families and friends who continue to mourn their loss. May their memory be a blessing.Canada unequivocally condemns Hamas, which must play no role in the future governance of a demilitarised Palestinian state. Our support for Israel’s right to live in peace and security with its neighbours has been at the core of Canada’s Middle East policy for almost 80 years. We stand steadfastly with the Israeli people in their pursuit of a safe and secure Israel as part of a two-state solution.Since October 7, 2023, Jewish communities across our country have faced a devastating resurgence of antisemitism. Every Jewish Canadian has the right to be visibly, fully, joyfully Jewish in public life – at school, at work, on the street, in synagogue, in every place that is theirs because Canada is theirs. We are renewing our commitment to strengthen public safety and combat hate, with new laws and resources to stop extremism before it takes root, and with new protection for the synagogues, schools, and community centres at the heart of Jewish life.Today, we stand with everyone mourning a loved one, and all those still living with the grief of October 7. To Jewish Canadians, our commitment is unwavering. You have the right to live safely, openly, and freely. Canada is your home. Your country stands with you.”

Prime Minister Carney launches new National Council on Artificial Intelligence
Artificial Intelligence (AI) is transforming the way Canadians live, work, and connect. The speed, scale, and intensity of this transformation present both opportunities and challenges. Canada’s government has a pragmatic, ambitious, and informed plan to ensure all Canadians are empowered to use AI in a safe and sovereign way.AI for All is the government’s new national strategy to ensure that AI is adopted responsibly, in a way that truly serves all Canadians – building trust, expanding opportunities, and reinforcing our sovereignty. With investments, programs, and new measures underway, the strategy will help position Canada as a global leader in this field. As AI becomes all-encompassing, spanning sectors, industries, and geography, an increasingly wide range of expertise and experience is required to understand and effectively harness this technology. To that end, the Prime Minister, Mark Carney, today announced the launch of a new council to provide independent, practical advice on Canada’s AI transformation. The Prime Minister’s National Council on Artificial Intelligence will bring together public and private stakeholders and advise on the evolution of the government’s AI for All strategy, including accelerating adoption, fostering national champions, and building sovereign AI infrastructure. Its members will advise on making AI safer, protecting our democracy, and ensuring that all Canadians prosper from AI.The Council will convene Canada’s leading thinkers, builders, researchers, entrepreneurs, investors, public servants, and international experts to advise on current challenges associated with AI, while helping to generate new ideas, partnerships, AI-focused missions, and initiatives. This includes world-leading experts on AI safety, governance, and oversight. The Prime Minister is pleased to announce the following members:Ajay AgrawalYoshua BengioSanja FidlerJohn GrahamGillian HadfieldJordan JacobsEric LamarreValérie PisanoSenator Thomas PitfieldJody ThomasLouis VachonMichelle ZatlynPatrick Pichette (ex officio)Canada’s AI strategy is built around three clear objectives: building trust in AI, expanding opportunity for Canadians, and strengthening Canada’s sovereign control over critical AI capabilities. With the advice of the new National Council on Artificial Intelligence, the government will focus on turning Canadian innovation into stronger companies, better public services, good jobs, and greater economic security.Quote“Prosperity and sovereignty in the age of AI belong to nations that can build, adopt, and govern AI on their own terms. This is Canada’s mission and it will require expertise and leadership from across the field. The new National Council on Artificial Intelligence will inform and advise the government on how to most effectively deploy AI in Canada – how to manage the risks, seize the opportunities, and ensure AI is used to improve the lives of all Canadians.”The Rt. Hon. Mark Carney, Prime Minister of CanadaQuick factsThe Prime Minister’s National Council on Artificial Intelligence will provide independent, practical, and timely expert advice on Canada’s AI transformation. It will help connect public and private stakeholders, and identify opportunities for coordinated action in support of AI for All.Its work will help support Canada’s prosperity, opportunity, and sovereignty, including economic competitiveness, AI adoption, government transformation, talent, research, and sovereign infrastructure. The Council will advise on cross-cutting issues affecting the implementation and evolution of Canada’s AI for All strategy. The Council will be supported by a small team within the Privy Council Office, while responsible ministers and departments will remain accountable for policy decisions and implementation. In June, Canada launched AI for All, its new national AI strategy. Over the next five years, this strategy will ensure AI is adopted responsibly, in a way that truly serves all Canadians – building trust, expanding opportunities, and reinforcing control of our sovereignty. As we deliver this strategy, we must build responsibly and be guided by leaders who understand this technology and can shape it to create benefits for Canadian families, workers, and businesses. At its core, AI for All is grounded in the principle that the benefits of AI must be shared widely, ensuring that workers, businesses, and all Canadians can access and benefit from this transformation. The AI for All strategy targets an additional $200 billion of economic growth to create 250,000 new AI-related jobs over the next five years and to increase AI adoption from just over 12% to 60% by 2034. The strategy will provide up to 90,000 AI-related jobs and work placement opportunities for young Canadians and make our industries more competitive in the global economy.Last month, the Prime Minister launched Digital Transformation Canada, a new federal organisation to modernise government service delivery and use the government’s purchasing power to help Canadian digital and AI companies scale and commercialise new technologies.AI is already being used across Canada to improve health care diagnostics and patient care, help farmers increase crop yields and reduce costs through precision agriculture, and strengthen transportation networks through smarter traffic management, logistics, and infrastructure maintenance.
G7 Leaders’ statement on global energy security and market stability
“Today, we, the leaders of the G7, convened a virtual meeting to address the deepening challenges to our energy security. Facing unprecedented volatility in oil markets—with surging prices threatening economic stability and the well-being of our citizens—we have agreed on decisive, coordinated measures to stabilise immediate energy supplies, shield households and businesses from price shocks, and strengthen the long-term resilience of global energy systems. We will coordinate maintenance schedules across G7 refineries to prevent simultaneous capacity shutdowns and temporarily increase utilisation rates where feasible. We also encourage engagement with countries holding significant refining capacities to boost global production of refined products, particularly diesel, in light of ongoing market pressures in this segment. The G7 requests the International Energy Agency (IEA) to monitor the immediate and full implementation of the March 2026 commitments. In this regard, taking into account commitments that have already been fulfilled, we will implement our commitments with a coordinated release through the IEA of 100 million barrels to begin immediately over four months, including a frontloaded substantial diesel release within the first 20 days by G7 members and partners. We will convene in the context of the IEA in the coming days to discuss the possibility of additional diesel releases as necessary. We reaffirm our commitment to refrain from export restrictions on energy and energy products between G7 countries and call on all producers to refrain from imposing bans that could exacerbate market tensions. We invite the IEA to monitor the impact of these measures on energy security and market stability and to monitor implementation of commitments. A follow-up report should be delivered before 20 days and include actionable recommendations to enhance future responses, including stocks replenishment. We condemn Iran’s continued attacks against its regional neighbours and its disruption of international trade, energy security and the global economy. We call for the immediate and full restoration of navigational rights and principles in the Strait of Hormuz and express our determination to redouble our collective efforts to that end. We commend the United States for its efforts to ensure the free flow of commerce through the strait of Hormuz. We will maintain sanctions against Russia while working with the IEA and global partners to prevent further spillovers into fuel, gas, and other commodity markets. Our citizens’ concerns about energy prices remain a top priority. We will monitor developments closely and stand ready to adjust measures as needed. Today’s agreements mark a step toward a more secure, transparent, and resilient energy future.”
